39 Aircraft and a Peace Ceremony
The project materials do not contain competent official documents confirming a donation or transfer of 39 aircraft by the People’s Republic of China. The illustration is retained only as a symbolic subject for possible international discussion.

- Official title and approvals from competent authorities.
- Sanctions and export-control screening.
- Demilitarisation and no combat mission.
- Certification, flight safety, crews and insurance.
- Transparent route, observers, logging and de-escalation.

No stage advances automatically. Each stage ends with a documented decision by competent participants.
Mandate and legal screening
Competence, participants, sanctions, constitutional framework, IP, data protection, conflicts of interest and the initial question set.
Independent pre-feasibility assessment
Compare at least three routes and assess demand, safety, environment, energy, PQC, financing and the legal regime.
Limited pilots
A 20–80 km transport demonstrator, learning vortal, consultative-voting laboratory and a test photonic/fibre-optic line.
Agreements and financial close
Only after intergovernmental agreements, environmental permits, transparent procurement and confirmed financing.
Proposed first decision
Establish a non-binding contact group and appoint independent legal, technical, environmental, financial, sanctions, cybersecurity and human-rights experts. At the first stage, no decision is requested on construction, territorial recognition, currency, aircraft transfer or financing.
