LAITS – y – LIGHT
A concept for a unified, voluntary and auditable international settlement reference infrastructure with
the STARS sub-unit, a national identity layer, strict separation of financial and personal data, an accessible
digital wallet, meaningful human control and staged implementation only after legal, economic and technical review.
1 y = 300 USD = 100 STARS
1 STAR = 3.00 USD
The calculator uses only this page’s synthetic reference ratio. It is not a market exchange rate or a redemption promise.
pre-feasibility dossier, a synthetic-data demonstrator and an independently reviewable choice to proceed, revise or stop.
Legal and economic status
This page describes a pre-feasibility and coordination model. By itself it does not create legal tender,
issue a financial instrument, accept deposits, provide payment services, alter the market value of currencies,
cancel contracts or debts, or grant AI authority to restrict property. A real-value pilot would be possible only
under a defined legal form, with competent authorities, licensed operators, a reserve methodology and independent audit.
LAITS visual gallery with Lightbox
Each visual is shown only once on the page: the banknote front, the reverse and the 4K Solar Calendar composition. Every image can be opened in full resolution through the Lightbox.

4K Calendar Composition
The Solar Calendar, star motifs and banknote are combined into one vertical visual composition for a complete concept presentation.
A tribute to the 250th anniversary of the United States
LAITS is positioned as a peaceful proposal for financial transparency, voluntary cooperation, technological responsibility
and the security of future generations — a simple value reference, verifiable financial provenance and preservation of national cultures.
Common mathematics, national visual heritage
STARS replaces the traditional “cent” designation in the LAITS model while allowing countries to preserve their language, historical currency symbols, cultural motifs and flag identity.
National profile
A country may use its historic currency symbol, local name, cultural symbols and official-language form.
Fixed subdivision
100 STARS always equals 1 y. Local design must not alter settlement mathematics or audit rules.
Digital wallet
Users see y and STARS in their own language with QR payments, accessibility modes, card support and offline scenarios.
Collector editions
Digital or physical designs may be cultural and educational objects without automatically becoming issued currency or payment instruments.
From a public concept to a multilateral agreement
Each scenario is a separate political, technical and legal threshold. Progression to the next stage is never automatic.
Symbolic and educational model
Public website, visualisations, STARS explanation and calculator. No real payments, issuance or redemption promise. Suitable for diplomats, universities, investors and the public.
Closed technical pilot
Simulated users, wallets and settlements, a T0 snapshot, reserve formula, audit logs, APIs and ISO 20022 message models. Output: a go / revise / stop report.
Multi-country settlement sandbox
Limited transactions between institutions, companies or research partners only under contracts, regulatory consultation, independent audit and a defined dispute process.
National STARS profiles programme
Each country develops its language, symbols, cultural motifs and historical currency reference while preserving the common rule 100 STARS = 1 y.
Full global transition
A multilateral agreement, national decisions, transition laws, a reserve system and T0 conversion maps for deposits, cash, contracts, wages, prices, taxes and debts.
What cannot be skipped
Legal form, macroeconomic effects, consumer protection, reserve liquidity, data protection, cyber-security, accessibility, complaints, independent audit and democratic decision-making.
Legally, technically and organisationally separated architecture
Settlement, infrastructure finance and the evidence archive must not become one uncontrolled database.
LAITS settlement ledger
Settlement ledger
Infrastructure ledger
Infrastructure ledger
Evidence archive
Evidence archive
Financial–health firewall
YOCTO LAITS or other medical research data must not determine access to money, credit, payments or public services.
Reject integration
Liquid-reserve–infrastructure firewall
MAGLEV, ports, energy assets, patents and licences must not automatically become everyday redemption reserves.
Stop issuance design
AI–legal-decision firewall
Analytics may prepare a risk signal and evidence package; a restriction, confiscation, restitution or appeal is decided by an authorised person or court.
Disable autonomous effect
Liquid reserves are not a symbolic promise
A real-value pilot is acceptable only with segregated custody, reserve reporting, liquidity tests, independent attestation and a documented redemption process.
R — required liquid reserves; S — number of issued y units; B — stability buffer. In the baseline simulation B = 1.10. This is a modelling hypothesis, not an approved issuance rule.
| Asset / flow class | Permitted role | Required discipline | Boundary |
|---|---|---|---|
| Liquid reserves | Daily redemption and settlement stability. | Rapidly realisable, segregated, auditable and regularly reported. | Must not conceal a reserve shortfall. |
| Short-term safe instruments | Liquidity management. | Transparent maturity profile and conservative limits. | Liquidity must not be overstated. |
| Gold | Strategic stability layer. | Independent valuation and prudent haircut. | Not automatically immediate liquidity. |
| Infrastructure assets | Separate long-term fund or SPV. | Independent valuation, contracts and separate accounting. | Excluded from daily reserves. |
| Patents and licences | Innovation-capital portfolio. | Valuation and evidence of realisable cash flows. | Not guaranteed monetary backing. |
| Project revenues | Contractual flows of separate SPVs. | Recognise only after audit and prevent double counting. | A forecast is not realised revenue. |
No single institution should control everything
The roles below are a target model. Their legal status and powers must be defined by a legal-form memorandum, contracts and, where necessary, legislation.
Global LAITS Council
Political coordination among participating states, voting, treaty principles and public decisions.
Must not unilaterally alter national currencies or confiscate property.
LAITS Monetary Authority
Reserve policy, issuance limits, redemption rules and stability oversight.
Must not issue units without auditable backing.
LAITS Settlement Operator
Technical ledger, reconciliation, interoperability, APIs and operational continuity.
Must not make judicial or political decisions.
Reserve Custody and Redemption Office
Segregated custody, backing reports, redemption tests and emergency procedures.
Must not mix liquid reserves with long-term assets.
Financial Integrity Office
AML/CFT, sanctions, fraud and source-of-funds review with explainable risk cases.
Must not automatically declare a person guilty.
Consumer Complaints and Appeals Office
Complaints, incorrect restrictions, deadlines, review and compensation procedures.
Must remain independent from the analytics engine.
Data Protection and Ethics Board
Data minimisation, identity assurance, biometric boundaries and control between modules.
Must not approve uncontrolled profiling.
Independent Audit Panel
Audit of reserves, code, models, cyber-security, data and processes.
Must not manage client funds.
Secure access without biometric coercion
Biometrics are an optional local unlock mechanism. Every material function should have a non-biometric, offline or human-assisted alternative.
Passkey / security key
Recommended primary authentication using a user-controlled authenticator and documented recovery process.
PIN and low-connectivity mode
Fallback access with attempt limits, fraud controls and documented recovery.
eID / verified identity provider
Regulated enrolment and recovery with purpose limitation, data minimisation and a defined assurance level.
Local biometrics
Face, fingerprint or iris only for device unlocking; where possible, the template remains on the device rather than in a public register.
Card / offline token
For financial inclusion and emergencies with value limits, later synchronisation and fraud controls.
Assisted in-person channel
For people without smartphones — a documented human process, audit trail, accessibility and data minimisation.
The neural network prepares risk — a human makes the decision
A risk flag is not proof of criminal origin. Secret social scoring, automatic denial of rights and uncontrolled merging of biometric, health, voting or communications data are prohibited.
Standard processing
The transaction is processed with an audit trail. No additional human decision is required.
Additional review
The system requests documents and prepares reasons. A responsible specialist performs the assessment.
Report and request
The system may prepare a report or request for temporary restriction; the decision is made by a legally authorised person.
Only after a competent decision
Removal from circulation, restitution or other enforcement only after a competent authority or court decision.
Evidence before every next gate
Security is not a one-time certificate. The model requires segmentation, key management, auditable logs, incident exercises, recovery, supply-chain controls and independent audit.
| Control area | Minimum requirement | Evidence before the next stage |
|---|---|---|
| Segmentation | Separate access, identity, settlement, infrastructure, analytics and audit layers. | Data-flow diagram, access matrix and penetration-test results. |
| Key management | Separate environments, rotation, least privilege and emergency recovery. | Key policy and recovery exercise. |
| Logs and evidence | Tamper-evident logs, signed snapshots, checksums and retention periods. | Audit sample, archive manifest and integrity test. |
| Incident management | Classification, escalation, notification, recovery and evidence preservation. | Incident plan and exercise record. |
| Continuity | Backups, failover, post-recovery reconciliation, SLOs and emergency shutdown. | Recovery test and failure analysis. |
| Supply chain | Component inventory, pinned versions, vulnerability process and supplier portability. | SBOM, release manifest, vulnerability register and exit plan. |
| Privacy | Data minimisation, purpose limitation, retention, rights and DPIA/PIA. | Data flows, role register, DPIA/PIA and deletion test. |
| Independent audit | Code, reserve method, models, cyber-security and processes. | Auditor reports and remediation register. |
Staged implementation with evidence and the right to stop
Every transition is supported by documented results, independent assessment and a formal GO / REVISE / STOP decision.

After GO
Concrete pre-feasibility and synthetic demonstrator plan
The first year ends with an independent review and a decision to proceed, revise or stop.
0–3 months · Define
Legal form, authority map, T0 data model, ledger specifications, access channels, threat model and prohibited-claims register.
4–6 months · Build
Macroeconomic simulator, synthetic transactions, SPV ledger, access demonstrator, explainable risk case, segmentation and logs.
7–9 months · Test
Liquidity and redistribution stress tests, reversals, dividend-distribution test, accessibility, false-positive review, penetration test and incident exercise.
10–12 months · Audit
Recovery reports, independent economic, legal, privacy, cyber-security and governance audits, public summary and gate decision.
The system is trustworthy only if it can be stopped
A critical failure activates a concrete stop action rather than merely producing a “recommendation for later”.
| Risk | Severity | Primary control | STOP condition |
|---|---|---|---|
| Misleading impression that LAITS is already a currency or bank | Critical | Disclaimers, prohibited-claims register and communications audit. | Suspend public communication until corrected. |
| Hidden value redistribution during transition | Critical | T0 simulation, parallel accounting and independent macroeconomic audit. | No real-value pilot until the impact is understood. |
| Mixing infrastructure assets with liquid reserves | Critical | Three ledgers, reserve policy and independent attestation. | Stop issuance and redemption design. |
| Autonomous AI restriction or social scoring | Critical | Human-decision firewall, appeal process and model audit. | Disable the function immediately. |
| Biometric exclusion or excessive data collection | High | Optional local biometrics, non-biometric channels and DPIA/PIA. | Do not launch the affected access channel. |
| Cyber compromise or unavailability | High | Segmentation, SBOM, penetration tests, backups and exercises. | Switch to fallback or suspend until integrity is restored. |
| Incorrect legal classification | High | Legal-form decision and regulator dialogue. | Suspend marketing or issuance until classification is clear. |
| Vendor dependency | Medium | Open interfaces, ISO 20022 mapping, exportable logs and exit plan. | No procurement without portability rights. |
Procure a verifiable result, not a pre-announced currency
The pre-feasibility procurement is separate from any future licensed real-value service.
WP1–WP2 · Legal form and macroeconomic continuity
WP3–WP4 · Settlement and infrastructure ledgers
WP5–WP6 · Wallet, accessibility, integrity and appeal
WP7–WP8 · Security, privacy and independent assessment
Mandatory acceptance criteria
Pre-feasibility, prototype and independent-review ranges
These are indicative planning ranges, not a funding decision, public offer or binding commercial quotation. Scope must be refined after legal-form selection and procurement specification.
